PERSONNEL COMMITTEE MINUTES                                                           March 12, 2008

 

Chair K. Rushlow called to order the meeting of the Personnel Committee at 8:50 a.m., on Wednesday, March 12, 2008, at the Vilas County Courthouse, Eagle River, Wisconsin.

 

Public meeting notice was given to the public more than twenty-four hours prior to the meeting.

 

Present: The following committee members were present: Chair Kathleen Rushlow, Vice-Chair Linda L. Thorpe, John Annin, Steve Doyen and Bob Egan. Excused Absence:  Chuck Ahlborn.

 

Also present:  Corporation Counsel Martha Milanowksi, Labor Counsel John Prentice, Local 349 & 389 Representative Randy Ingram, David Schuenemann, Dan Klessig, Dennis Tameling, Jim Jefferson, Melissa McDonald, Marge Favorite and Personnel Assistant Beth Carter.

 

Approval of Agenda: Motion by Bob Egan, seconded by S. Doyen to approve the agenda to be discussed in any order at the discretion of the Chair. All voting aye. Carried.

 

Approval of Minutes: Motion by L. Thorpe, seconded by J. Annin to approve the February 29, 2008, minutes. All voting aye. Carried.

 

Approval of Bills: Motion by L. Thorpe, seconded by B. Egan to approve the bills as presented.  All voting aye.  Carried.

 

Vacation Carryover Requests:  None.

 

Exempt Employee Timesheet Requirements: It is an opinion from the Wisconsin Department of Workforce Development stating that the record keeping requirements of DWD 272.11 do not apply to government employees employed in an executive, administrative or professional capacity and who meet all of the requirements to be considered exempt under the Fair Labor Standards Act. Salaried non-represented employees are in this category. Discussion. Motion by B. Egan, seconded by S. Doyen, that salaried exempt employees will not be required to fill out hourly timesheets but will turn in bi-weekly time reports to the County Clerk’s Office showing paid time off they are taking for that pay period, (i.e. sick leave, vacation, personal day).  All voting aye. Carried.

 

Closed Session: Motion by L. Thorpe, seconded by S. Doyen to adjourn into closed session at 9:06 a.m., pursuant to Section 19.85(1)(c)(e)(f) & (g), for the purposes of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: to consider applications for the Juvenile Intake Office; to consider salaries for certain County Elected Officials; to consider part-time Deputy Sheriff’s and part-time Corrections Officer’s hourly rate of pay; and to discuss the status of the Deputy County Clerk’s hours of work; for the purposes deliberating, negotiating and/or mediating the County’s position in matters relating to collective bargaining between Vilas County and the Vilas County Highway and Forestry Employees, Local 389 and the Vilas County Corrections Officers, Telecommunicators and Law Enforcement Clerks, Local 349; for the purposes of considering specific personnel problems; and for the purposes of conferring with legal

 

counsel with respect to litigation in which it is or is likely to become involved. A roll call vote found the following members voting yes: Chair K. Rushlow, Vice-Chair L. Thorpe, J. Annin, S. Doyen and B. Egan, unanimous. Motion carried.

 

Adjournment of the closed session and return to open session: Motion by S. Doyen, seconded by B. Egan for adjournment of the closed session and return to open session at 3:25 p.m. A roll call vote found the following members voting yes: Chair K. Rushlow, Vice-Chair L. Thorpe,  J. Annin, S. Doyen and B. Egan, unanimous. Motion carried.

 

Committee may consider ratifying any action taken in closed session:

 

·        Juvenile Intake Supervisor & Worker Vacancy:  Motion by S. Doyen, seconded by L. Thorpe to offer Juvenile Intake Supervisor position to Robert Rickard and to offer Juvenile Intake Workerr position to Eric Swanson, pending County Board and Judge Nielsen’s approval.  All voting aye.  Carried.

 

·        Certain County Elected Officials 2009-2012 Salary: The Personnel Committee has reviewed certain Vilas County Elected Officials that must be set before filing nomination papers. Motion by S. Doyen, seconded by B. Egan to recommend a 3% in the annual compensation for County Clerk, County Treasurer, Register of Deeds and Coroner be established (rounded off to the nearest dollar each year), effective January 1, 2009; January 1, 2010; January 1, 2011; and January 1, 2012.  All voting aye.  Carried.

 

·        Part-time Corrections Officer and Telecommunicator Wages: Sheriff Niebuhr has recommended increasing the part-time Deputy Sheriff’s hourly wage and Corrections Officer/Telecommunicator’s hourly wage to the same starting rate pursuant to the current labor contract, whichever is applicable.  Motion by S. Doyen, seconded by B. Egan to approve as presented.  All voting aye.  Carried.

 

·        Deputy County Clerk:   Motion by S. Doyen, seconded by L. Thorpe to approve the bargaining strategy with respect to the hours of work for Deputy County Clerk.  All voting aye.  Carried.

 

·        Bargaining for Highway Unit & Civilian Unit:  Motion by B. Egan, seconded by J. Annin to approve a resolution Re: 2008-2010 Contract for Vilas County Highway/Forestry Employees Local 389, WPPA/LEER be sent to March County Board for approval.  All voting aye.  Carried.

 

Resolution Re: 2009-2012 Salaries for Certain Vilas County Elected Officials:  Motion by S. Doyen, seconded by B. Egan to approve resolution for County Board approval.  All voting aye.  Carried.

 

Resolution Re: Juvenile Intake Worker Vacancy:  Motion by L. Thorpe, seconded by J. Annin, to approve resolution for County Board approval.  All voting aye.  Carried.

 

Supervisory Training: Motion by B. Egan, seconded by S. Doyen to table.  All voting aye.  Carried.

 

Letters and Communications: None.

 

Future Meeting Dates:  March 31, 2008, April 3, 8, 22 and 28, 2008.

 

Adjournment: Motion by S. Doyen, seconded by L. Thorpe to adjourn the meeting at 3:37 p.m. All voting aye. Carried.
